REQUIREMENTS: A Bachelor’s degree and three years (which includes 18 months of supervisor experience) of experience working in a mental health and/or social service field or a High School or Equivalency diploma and a combination of post high school education and experience totaling four years, with two years of supervisory experience, is required. Driving and/or transporting clients is a responsibility of the position. OTHER • This position requires driving in company and personal vehicles. In the congregate residential sites, monitors individuals to ensure they take medication as prescribed and teaches them how to take medication independently. May assist individuals in the In Home Support Program to learn how to take medication independently and on occasion, may assist with medication administration when out in the community with the client at a time when medication is to be taken. 6. Performs crisis intervention; provides emergency counseling and assistance. 7. Plan, coordinates and participates with individuals in social activities. 8. Participates in assessment activities and on the IDT as appropriate. 9. Transports individuals and/or provides mobility training to assist individuals to go to appointments, community rehabilitation program, grocery shopping, etc. 10. Job Description: FUNCTION: Direct Support Professional – Shift Leader is responsible for supporting and coordinating activities of individuals living in homes operated by VOAC; teaching independent living skills to the individuals; facilitating community integration; and contributing to and maintaining the client’s safety and well being in accordance with the contract scope of work and Volunteers of America Chesapeake’s policies and procedures. The Shift Leader serves as a lead staff person in the home assisting in the daily management of the home. PRINCIPLE ACTIVITIES: 1. Assists with the daily management of the home including taking the lead role as directed. 2. Provides support necessary to ensure resident needs and assistance as identified by the Inter-Disciplinary Team are provided. 3. Communicates and coordinates with families, members of the Inter-Disciplinary Team (IDT), the consumer’s day program and other providers of services and supports as necessary and appropriate. 4. Instructs, supports and participates in performing household tasks with individuals such as cleaning, preparing meals, planning household budgets, food shopping, etc. Ensures household supplies and foods are ordered, purchased and maintained appropriately. 5. Assists individuals to develop daily living skills by identifying and assisting with meeting social, environmental and health care needs. 6. Monitors individuals to ensure they take medication as prescribed and teaches them how to take medication independently. May assist with overseeing medication administration procedures and documentation. 7. Performs crisis intervention, provides emergency counseling and assistance. 8. Plans, coordinates and participates with individuals in social activities. 9. Participates in assessment activities and on the IDT as appropriate. 10. Transports individuals and/or provides mobility training to assist individuals to go to appointments, community rehabilitation programs, grocery shopping, etc. 11. Communicates and documents activities and behaviors of individuals in logbook and client files as appropriate. 12. Attends staff meetings, in-service trainings, house and program meetings as directed. Assists in the provision of pre-service training as directed. 13. Ensures program compliance with Volunteers of America Chesapeake’s program and house rules. 14. Assists in monitoring and managing household expenses and resident funds. 15. Inspects the home, and reports and coordinates repairs and maintenance as needed. 16. Ensures fire and other safety procedures are practiced and carried out as directed. Also checks for proper sanitation and security conditions within the residence. 17. Monitors activities of visitors in the home. 18. Maintain up-to-date knowledge of Volunteers of America Chesapeake’s policies and procedures. 19. Performs other duties as assigned. EFFECT ON END RESULT: 1. To ensure needs of the client as identified by the IDT are met and client sanitation is achieved. 2. To ensure that the program is operated in compliance with the contract scope of work. Volunteers of America Chesapeake’s policies and procedures and licensing and Medicaid Waiver regulations. 3. Individuals will be supported in being participatory members of their community according to their interests.  
 
Qualifications:  REQUIREMENTS: A Bachelor’s degree in Human Service, Psychology, Social Work, Sociology, Mental Health, Nursing or a related area from an accredited college or university is preferred; however, an equivalent amount of work experience in a residential program for individuals with mental retardation may be substituted. A successful candidate must pass the MR residential staff orientation examination designated by DMHMRSAS, maintain certifications required by Virginia regulations, licensing and the Medicaid Waiver program. Medication Administration Certification preferred. NOTE: A bonafide occupational exception may be established for this position based upon sex/gender when it is necessary to ensure that at least one female and one male are on duty during each shift. OTHER • This position requires driving in company and personal vehicles. Job Description: FUNCTION: The Operations Director promotes the mission, vision and core values of the organization and is responsible for providing leadership that supports and promotes the strategic direction of VOAC in areas of jurisdiction. The Operations Director of Intellectual Disability Services is responsible for support and assisting with oversight of the operational and business administration aspects of the agency’s intellectual disability services programs. This includes working with the division’s Program Directors to support the development and implementation of intellectual disability services for the District of Columbia Community Living Centers (DCCLC) and the Northern Virginia Community Living Centers (NVCLC). The Operations Director shall collaborate with the VP and Program Directors to ensure the provision of quality intellectual disability services that support the development and progress of individuals in helping them to live with a heightened level of dignity and self sufficiency within their local community. The Operations Director shall support the VP’s efforts to oversee a broad range of services offered to individuals within the intellectual disability services programs, and spearheads staffing, recruitment and training. The Operations Director will support the VP’s efforts to ensure compliance with all federal, state and local licensure and regulatory requirements for intellectual disability services and other related programs under supervision. Under the direction of the VP and in partnership with the Program Directors, the Operations Director shall manage the operating budgets under intellectual disability services programs while ensuring the proper processing of Programs’ various billing procedures. PRINCIPLE ACTIVITIES: 1. Manages and monitors all business operations aspects of each assigned intellectual disability services program, including assisting with ensuring compliance with contract, funding and regulatory requirements. 2. Assist in the Development and/or implementation of VOAC policies and procedures. 3. In coordination with Program Directors and assigned staff, support the development of staffing plans to implement program rehabilitation service goals. 4. Support the recruitment, supervision, training and evaluation of DCCLC and NVCLC supervisory staff as appropriate and assists in the screening and professional development of all intellectual disability and other related services staff as needed. 5. Supports the privileging process and helps to ensure intellectual disability and other related services staff and consultants perform only those duties for which they are credentialed and privileged, when applicable. Assists in ensuring students, interns and volunteers perform only those duties permitted under the Health Occupations Article and other governing regulation. 6. Works with Program Directors to implement and provide quality services and supports for individuals via maximizing process improvement efforts. 7. In coordination with the VP and Program Directors, ensures orientation is provided to all staff, volunteers and interns within required time frames, and pre-service and in-service training is provided to direct care staff appropriate to the needs and characteristics of the population served. 8. Partners with Program Directors to ensure program service components are available to all individuals as appropriate and in compliance with VOAC policies and procedures and governing regulations. 9. Assists VP as a back-up liaison between VOAC and contractual and funding agencies; ensures positive, effective community relations. 10. In coordination with the VP and Program Directors, ensures program operations are executed within established budgets, and assists in ensuring billable Medicaid, Medicare and other related services are maximized and all applicable revenues are received. 11. In partnership with VP and Program Directors, helps to prepare annual services outcome reports and complete other statistical and information reports as required or needed. 12. Works with VP and Program Directors to lead periodic progress meetings with intellectual disability and other related services supervisory staff to ensure proper communications and collaboration among all staff and consistency and continuity in program operations. Assist with process of ensuring new housing and other service-related facilities are appropriately set up, licensed and successfully integrated into the communities. 15. Works cooperatively with stakeholders in various governing agencies and regulator bodies in assigned areas to maximize and improve the effectiveness of service delivery. 16. In coordination with the Senior Program Director(s), Operations Director and Program Directors ensures programs are in compliance with the Quality Management Plan, the Risk Management Plan and the Utilization Review Plan. 17. Assists VP with monitoring and communicating opportunities for new program development and expansion of existing programs throughout the service area. Assist with new program development and implementation, and expansion opportunities. 18. Supports VOAC management and other programs activities as assigned. 19 Participates in meetings, trainings and conferences as needed. 20. Serve on agency’s senior leadership team and assists VP and Chief Operating Officer with strategic planning efforts. 21. Performs other program management and strategic level duties as assigned. Intellectual Disability and other related services are provided which effectively address identified individual needs and enable individuals to progressively become more independent and self-sufficient in the community. 3. Positive and effective local and professional community relationships are developed and maintained, including with contractual and funding sources, regulatory agencies, professional associations and our neighbors. 5. Oversight, guidance, support and training are provided to all VOAC intellectual disability and other related services programs ensuring quality and continuity of services.  
 
Qualifications:  REQUIREMENTS: A Bachelor’s degree within a relevant field or discipline is required. Two – four years experience overseeing business operations including billing and process management within the intellectual disability and/or health care delivery services arenas. Two – four years of supervisory experience is also required. A Master's Degree and four – six years of business operations and process management and business reengineering experience within the intellectual disability services and/or healthcare services delivery field and supervisory experience is preferred. The position requires a demonstrated ability to oversee complex budgets and billing systems that support functionality within multiple program sites and operations components. It requires familiarity with the development and management of programs and services for persons who may have medically fragile needs, intellectual disability and rehabilitation issues and/or other complex healthcare needs; experience in the development and implementation of a staff training program; and expertise ensuring compliance with policies and procedures and regulatory requirements. Additional skills required are budget management, personnel administration, client advocacy and public relations, including excellent verbal and written communication and interpersonal skills. The employee must have a valid driver’s license from the state in which they reside and be privileged to drive in accordance with the Motor Vehicle Record (MVR) Guidelines as established by the company. Medical clearance for Tuberculosis is required through a PPD test, chest x-ray or treatment prior to commencement of employment and annually thereafter. Schedules must be flexible. QPs will design their schedules in advance and with approval from the program director and/or program vice president. All schedules will be designed within the context of appropriate supervision. • QPs work 40 hours each week • Participate in weekend on-call rotation • Attend Mandatory training activities OTHER • This position requires driving a company and/or personal vehicle.
